Drop Down menus?

Drop Down menus? Empty Drop Down menus?

Anyone know the HTML for them?
The ones where you hover over text, and then a list drops down...the list has an image for the background?
I've tried reading some tuts but they all confuse me. I hope someone can break it down for me XD

Something like this:
Example (look at Nav Bar)
